Kiran Dighavkar is a Civil Engineer with over 15 years of experience in civic administration and currently serves as Deputy Municipal Commissioner for Solid Waste Management at the Brihanmumbai Municipal Corporation (BMC). He oversees the management of around 7,200 tonnes of waste daily, supported by a workforce of approximately 40,000 people and 1,500+ vehicles.
His work focuses on sustainable waste management, urban infrastructure, policy development and civic innovation. He is leading major initiatives including the 20-million-tonne Deonar bio-mining project, a Waste-to-Energy facility, modernized waste-collection systems, Material Recovery Facilities (MRFs), and data-driven waste-management operations.
Previously, he held several senior positions within BMC, where he worked on Dharavi's COVID-19 response, inclusive public spaces, sanitation infrastructure, heritage restoration, tactical urbanism and community development. His Dharavi work used the 4-Ts approach—Tracing, Tracking, Testing and Treating.

He is also the author of The Dharavi Model, documenting his experience and lessons from managing COVID-19 in one of Mumbai's most densely populated communities.

Sandip strategizes R&D in materials, photonics, IoT sensors, additive manufacturing for successful commercialization and created a vibrant entrepreneurial ecosystem, engaging industries and State government. Established 22+ Centres of Excellences in emerging technologies like quantum materials, graphene, 2D materials, E-waste and 3D printing etc.
He formulated India's policy roadmap on additive manufacturing, circular economy and resource efficiency and also led the formulation of India's digital data protection policies. Besides, also headed the Cyber Law and Data Governance Group and formulated DPDP Act, amendment of IT Act; IT Rules etc. Served as Officer on Special Duty to Secretary, Govt. of India to advise on technical, administrative, financial and legal matters, for seamless Ministry functioning.
Represented in United Nations, European Union, Wassenaar Arrangement, as also, in bilateral forums with European countries: Hungary, Romania, Armenia etc. for
Indian policy interests Drafted ICT policies for Colombia & Suriname on foreign deputation. Besides, also served electronic component industry, a colour picture-manufacturing company at M/s. JCT Electronics, Gujarat on design, R&D, new product development, indigenization, process improvements etc. Master in Science (Physics) from Univ. of Calcutta and Doctorate from Univ. of Delhi, his research work was on rare earth oxides and rare earth oxysulfide phosphor materials from National Physical Laboratory, New Delhi. Sandip is keen to explore opportunities with research commercialization for emerging technologies, entrepreneurial mentorship and policy advocacy.
